此處I am referring to是修飾the law的定語從句，謂語是requires（要求）。在表示愿望（wish）、建議（suggest， advise， recommend）、請求、命令（order）等語氣的詞后面跟的從句，該從句的謂語動詞形式均為should + 動詞原形，should可以省略。本題The law I am referring to requires everyone who owns a car （ should） have accident insurance.，所以要把has改為have。
