　　瀾滄江—湄公河合作機制(the Lancang-Mekong Cooperation mechanism)，簡稱為瀾湄合作(Lancang-Mekong Cooperation, LMC)，即中國、柬埔寨、老撾、緬甸、泰國、越南6國圍繞瀾滄江—湄公河流域實施可持續開發和開展互惠務實的對話合作機制。

　　瀾湄合作首次領導人會議(the first leaders' meeting of the Lancang-Mekong Cooperation mechanism)23日在海南三亞舉行，以"同飲一江水，命運緊相連"(Shared River, Shared Future)為主題。

　　推進瀾湄合作是落實習近平主席提出的建設亞洲命運共同體(Asian community of shared destiny)倡議的具體實踐，也是為促進此區域發展與繁榮(development and prosperity)提出的中國方案。建立瀾湄合作機制是李克強總理在2014年第17次中國─東盟領導人會議上提出的重要倡議，得到湄公河國家(countries along the Mekong river)的積極響應。

　　瀾湄合作機制以政治和安全(political and security issues)、經濟和可持續發展(economic and sustainable development)、社會人文(social, cultural and people-to-people exchanges)為三大合作支柱(three cooperation pillars)，以互聯互通(connectivity)、產能(production capacity)、跨境經濟合作(cross-border economic cooperation)、水資源(water resources)、農業(agriculture)和減貧(poverty alleviation)為五個優先方向(five priority areas)。它致力于打造南南合作新典范(a new model of the south-south cooperation)。

　　瀾湄合作仍面臨一些挑戰：全球及區域經濟增長面臨下行趨勢(downward trend of global and regional economic growth)、減貧(poverty reduction)、差距(development gaps)、水資源管理(water resources management)、非傳統安全挑戰(non-traditional security threats)如恐怖主義、自然災害、氣候變化、環境問題以及跨境傳染病等。六方應攜手應對這些挑戰。

　　廣東方面，降低社會保險費成本的對象主要是失業、醫療、工傷險(working injury insurance)三種，其中失業險從原來的2%降至1%，預計到今年年底為該省企業節省開支(save corporate expenditures)約350億元。相較于廣東，天津主要是下調失業、生育、工傷三類險種，繳納費率共降低1.43個百分點(combined 1.43 percentage points)。重慶、青海等省市已出臺的供給側改革(the supply-side reform)意見亦明確，將調整"五險一金"征繳政策。

　　此外，對社會保費的精簡行動也已進入快車道。山西、湖南、山東目前正在研究制定醫療保險和生育保險合并實施方案(study to combine the medical insurance and maternity insurance)，預計將在年底推出。各地紛紛出臺下調企業社保繳費費率的措施，是為了給企業減負(ease corporate burden)。據悉，在社保職責(social security obligation)方面，中國企業是全球負擔最重的國家之一。

　　山東警方上月披露了價值5.7億元的"問題疫苗"(problematic vaccine)，大量未經恰當冷藏的(improper refrigerated )疫苗類產品流入全國24個省份。這些疫苗及生物制品雖為正規廠家生產(produced by licensed manufacturers)，但由于未按照國家相關法律規定運輸、保存(not transported and stored properly in approved condition)，已難以保證品質和使用效果。截至目前，該案各地立刑事案件69起，抓獲涉案人員130名。各地已排查出涉嫌違法經營藥品經營企業(drug distribution companies that illegally sold vaccines)29家，涉嫌購進非法疫苗的接種機構16家。

　　我國將疫苗分為兩類(two categories)——一類和二類疫苗(Category 1 and Category 2 vaccines)。第一類疫苗，是指政府免費向公民提供，公民應當依照政府的規定免費受種的疫苗(residents are required to be vaccinated and there is no charge)。這類疫苗以兒童常規免疫疫苗為主，包括乙肝疫苗(Hepatitis B vaccine)、卡介苗、脊灰減毒活疫苗、百白破疫苗(DPT vaccination)等。第二類疫苗，是指由公民自費并且自愿受種的其他疫苗(the vaccines are not free and residents can choose whether they want to be inoculated)。比如水痘疫苗、流感疫苗(influenza vaccine)、b型流感嗜血桿菌結合疫苗、輪狀病毒疫苗等。

　　此次山東警方通報的這起疫苗案件中，涉事的就屬于二類疫苗(the vaccines confiscated in the case fall under the second category)。據稱，問題疫苗主要流向了農村或鄉鎮疫苗接種診所(rural or township vaccination clinics)。食藥監總局藥化監督司司長李國慶稱，該事件暴露出疫苗流通和使用中存在的監管漏洞(flaws in supervision of vaccine distribution and use)。

　　問題疫苗最大的問題是"可能失效"，也就是可能不能為接種者建立有效的免疫屏障(build an effective immune barrier)。22日，世界衛生組織聲明稱，不正確儲存或過期的疫苗(improperly stored or expired vaccines)幾乎不會引起毒性反應(toxic reaction)，因此在本事件中，疫苗安全風險較低。
